Welcome to this auspicious occasion, hosted by the South African Local Government Association, the custodians of local government for over 20 years. To all delegates, members and guests - Welcome to Emfuleni Local Municipality, the cradle of human rights and a treasure-trove of South African history.

We are humbled that SALGA-Gauteng has decided to host this all-important gathering in our shores as this is indicative of the strategic and supportive role our municipality plays as part of the SALGA member municipalities. Programme Director, we are excited to have been recognized as a stakeholder at a gathering meant to produce a strategic path for SALGA-Gauteng for the period 2017 – 2022.

I am Councillor Jan Moshoaluba, the Member of the Mayoral Committee responsible for Human Settlements at the Emfuleni Local Municipality. My Executive Mayor, Councillor Mahole Simon Mofokeng has asked that I do the honour of representing him this morning. I am certain he would have loved to be among his peers but due to other pressing engagements, he sincerely apologizes for his conspicuous absence.

Programme Director, as a sphere of government closest to the people, local government has the difficult task of ensuring the delivery of basic services and initiating infrastructure projects that improve the lives of its residents. All municipalities must deliver these basic services in an affordable and sustainable manner in an era plagued by glaring challenges which include revenue losses, underpayment of municipal services accounts and vandalism to municipal infrastructure.

Colleagues, this assembly takes place a day after the National Chairperson of SALGA, Councillor Parks Tau, who is also the President of the United Cities and Local Government (UCLG), addressed the National Assembly. In his speech, Councillor Tau told Parliament that SALGA remains committed to playing a meaningful role towards reducing poverty and unemployment

This statement proves once more that SALGA is staying true to its mandate of providing an informed voice of local government and to represent, promote, and protect the interests of local government.

SALGA also plays a key role in enabling local government to fulfill its developmental role, to ensure the full participation of women in local government and to develop capacity in municipalities to enable them to fulfill their role to delivery services to communities.
