The department has its depot and a station in Duncanville Vereeniging where its headquarters and offices are located. The structure of the department is divided into three functional areas namely:

Operations

• Management and operation of the entire Electrical and Public Lighting Infrastructure;
• Operation and maintenance of the Electrical infrastructure (11kV/400V/230V) in the Eastern side of the Emfuleni area of jurisdiction (Licensed by NERSA);
• Operation and maintenance of the Electrical infrastructure (11kV/400V/230V) in the Western side of the Emfuleni area of jurisdiction (Licensed by NERSA);
• Operation and maintenance of the Electrical infrastructure (88kV) throughout the Emfuleni area of jurisdiction (Licensed by NERSA);
• Handling of infrastructure related to Public Lighting (High masts, Street lighting and traffic signals).

Planning

• Planning of infrastructure expansion/upgrading,
• New/augmented service connections,
• Handling of tenders,
• Projects Management,
• Costing of customer applications for electricity,
• Installation inspections & IDP Alignment.

Customer & Auxiliary Services

• Customer Care & Communication,
• Bulk electricity accounts,
• Systems control room,
• Prepaid vending,
• Revenue protection,
• Installation/audit of metering,
• Monitoring of Power and Supply quality.

The department is also pursuing a Ring Fencing Project for Electricity function to be undertaken as a separate task thus improving the profitability and efficiency of the service.
