Media statement on disruption of Municipal Services

16 January 2016 - Emfuleni Local Municipality witnessed the unexpected disruption of municipal services caused by the protest of the Fire and Rescue workers yesterday and today (14/15 January 2016), which is unfortunate and regrettable.

The protest, which ultimately caused the interruption in the smooth provision of services, was sparked by the delay in implementing the agreement between the ELM and workers, which would have seen the municipality compensating workers the outstanding money owed due to extra hours of services rendered by them for the period of the past 5 years.

The delaying in compensating them as agreed, was necessitated by the volume of work to be done, noting the period in which the matter dates back to 2010, and the lack of internal capacity in calculating the actual figures attached to each individual worker.

Both, political leadership of the institution and the workers, met this morning to map the way forward to resolve the impasse. They resolved that:

  1. The executive mayor will meet with the senior management urgently tomorrow on Saturday, the 16th January 2016, to get a full briefing on the matter
  2. The executive mayor at the mayoral committee meeting this coming Tuesday, the 19 January 2016 will table a report that will pronounce on the actual date of payment
  3. The sub-committee comprising Finance Department, the worker’s leadership, and Price Waters Coopers, to convene on Wednesday the 20th January 2016, to start the process of working on the actual figures calculations.
  4. The municipality withdraw the services of the Red Ants, during work stoppages
  5. The municipality to conclude the process of compensating the workers by the end of February 2016.

The municipality wishes to apologise to the community for the inconvenience caused during this period, which led to the unfortunate interruption of municipal services. The municipality also, wishes to express its regret in delaying to meet the deadline as initially agreed upon with the workers, which ultimately led to this protest.
