Coucillor Sipho Mdanyane Radebe was born at Evaton and did his primary schooling at Ekujuleni Primary School at Zone 3 Sebokeng finished it Phamehlo Primary School at zone 7 Sebokeng. Then he proceeded to do his high school at Tshepo Themba High School at Residensia. Upon completion he ernrolled for the Teaching Diploma at Lere-la-Tshipi College at Qwaqwa in the Free State Province.

He is an active member of Methodist Church of Southern Africa. He joined COSAS in his youth days. He has been active in politics from his youth days as an active member of the African National Congress (ANC) and South African Communist Party (SACP). He was the ANC political school facilitator in the Emfuleni Local Municipality.

He was elected as a Councillor of Ward 21 in 2020 bi-election, and respectively in the 2021 local elections until current. He was elected as the Executive Mayor of Emfuleni Local Municipality in November 2021.
